For the historical data system, is market close at 4pm EST? Or does it not allow access to the data until after-hours trading ends?

Does this also applies to HTT data? I haven't been able to get any data older than a few days, both during and off market hours.

Here is an example query that is returning "Invalid symbol."

HTT,TSLA,20150409 093000,20150411 160000,,,,,,\n

I've tried searching around for an answer to this, but I've yet to find anything. When I get the option chain for a stock and then request historical data for the options, the symbols with whole strike prices work fine. But options with strike prices such as 25.50 fail with "Invalid symbol". How should I be requesting this information?
