A) Hi I wonder if its permitted by Iqfeed policies to distribute the developers API in my third party application instead of giving out the client API.
B) I always wonder what is the difference between the two?

You can distribute the IQFeed client installer, but not the developer installer. The developer installer includes the sample apps as well as documentation. This is only available for registered developers (see the original developer agreement regarding redistribution). The client is included in the developer install.
For individuals, they should only get the client as they won't care (and aren't licensed) for the developer api.
